Finally, to make the service accessible, you need to ensure that the application pool in IIS is set up properly. The DefaultAppPool, for instance, does not have sufficient rights to access the BizTalk Management database:

The following steps show configuration of the service on IIS:

Create a dedicated application pool for the service on IIS 7. Go to the IIS 7 management console and right-click on application pools, select Add Application Pool. Give it an appropriate name.

With BizTalk 2010, select .NET version 4.0 and select Integrated as Managed pipeline mode:
